PROPOSED LAW · YOUR OPPORTUNITY MATTERS

Fair Competition and Opportunity Access Act

PROPOSED LAW: SEPARATE PLATFORMS OR A REQUIRED NON-MAINSTREAM SETTING FOR MAJOR PLATFORMS - FAIR OPPORTUNITY, SOCIAL JUSTICE AWARENESS, AND PROTECTION AGAINST BLACKLISTING AND DISPROPORTIONATE CANCELLATION RELATED TO MENTAL HEALTH, TRAUMA, ADDICTION, AND RELIGIOUS DISCRIMINATION.

Require separate, equally capable platforms OR require major platforms to offer a protected non-mainstream setting reserved for new voices, creators, independent businesses, emerging leaders and other eligible participants. Keep mainstream advertising, paid dominance and hidden incumbent influence out to the fullest extent legally permissible, while protecting lawful public-interest reporting and criticism.

A citizen’s call for lawmakers to examine barriers to customers, audiences, and public participation—and support fairer routes forward.

Fair access must work in practice: fair discovery opportunities, affordable publishing and AI tools, beginner support, independent appeals, protection against hidden incumbent control, and evidence-based action against exclusionary conduct.

Protection against blacklisting: The proposed Act would also protect eligible participants against discriminatory blacklisting, coordinated exclusion, and retaliation by dominant entities for lawful competition or good-faith complaints. It would provide confidential reporting, evidence-based investigation, independent appeals, and proportionate remedies, while preserving legitimate safety decisions, lawful editorial judgment, and due process. These are proposed protections, not a claim that any identified entity has blacklisted a particular person.

Fair review after an outburst: Proposed safeguards against automatic or disproportionate long-term exclusion when trauma, addiction or mental health is relevant: individualized review, appropriate accommodations, independent appeals and a meaningful route to reassessment, while preserving legitimate safety measures and accountability.

Proposed by Jonathan Michael Dionisio · Submitted here for public discussion and lawmakers’ consideration. This is a citizen proposal, not an enacted law.

RHIŸME DIAL

How to use

Use the RHIŸME Dial to help you find more words. Type a word, then move through the alphabet with the arrows or the center shield to try different letters.

Click a letter to select the position you want to change. Click that selected letter again to lock it. Click a locked letter to unlock and select it. Locked positions stay fixed. The underline marks the selected letter that the arrows and sword change.

Break a word into smaller parts and work on one part at a time. Keep a beginning, ending, or sound you like, then change the letters around it. This can help you spot words, rhymes, and combinations you might not have thought of.

You can also tap any letter on the outer ring. Some combinations won’t be words—keep moving through the letters and see what you find.
